The High Frequency Active Auroral Research Program (HAARP) has long been a lightning rod for speculation. Conspiracy theorists claim the US facility in Alaska can control the weather, trigger earthquakes or even manipulate minds.
The reality is more mundane. HAARP was designed by the U.S. Air Force and university partners to study the ionosphere — a layer of Earth’s atmosphere important for radio communications. By transmitting radio waves upward, scientists can observe how those waves interact with charged particles and improve understanding of radio propagation.
Weather is controlled by dynamics in the troposphere and lower atmosphere. HAARP’s signals are far too weak and focused to influence global weather systems. The energy it uses is tiny compared to the energy in a single thunderstorm.
Despite multiple scientific papers and open house tours of the facility, rumours persist online. But there is no credible evidence that HAARP can change the weather or cause earthquakes. It’s a research tool, not a climate weapon.
